I need to make a map. Software?

I need to make a map for a website. Can anyone recommend software or a program that I can use on my Mac to make a map similar to the one that I attached? Please understand, I simply don't have the funds to buy some uber expensive program, so is there something that will allow me to make a decent map for $100 or so? Any help is appreciated.

Most of the maps like that are handmade illustrations i think.

I'd use illustrator / photoshop if you have this.

True but professionally made maps as the OP showed as example aren't often made on 100$ programs...

You might want to try these free alternatives:

Inkscape instead of illustrator

The Gimp instead of photoshop
