I photo question / Pictures folder..

I store al my Jpegs in Iphoto and those Jpegs come from my pictures folder...
Is Iphoto a cataloug or dies it actually store the photo i as i am trying to free up some hard drive and want to delete pictures from pictures folder as long as it is not to my detrement....
