I noticed that some users have "General Population" as their user title. What does this mean?

Normally someone with General Population under their name is a retired member of staff here at Mac Forums. They got busy with life and could no longer moderate or be a member of staff.
That is my understanding anyway. Maybe an Admin will say more on the subject but in general that is what I have always known it to mean....Dennis
