Is the Win machine awake? That is you need to turn off the computer going to sleep.

Have you maxed out the number of authorized computers?

I cannot be held responsible for the things that come out of my mouth.
In the Windows world, most everything folks don't understand is called a virus.

I'm having the same problem! =(

Also, I can't figure out how to turn on homesharing for photos once I finally do get homesharing to work (assuming I will eventually...).

Mac Mini i5 (2014 High Sierra), iPhone X, Apple Watch, iPad Pro 12.9, AppleTV (4)
Turn home sharing off in iTunes.
Remove iTunes completely from the Windows firewall.
Endure that Norton is completely removed using the tool on their site. Their uninstalled is so poor it can leave many components behind.
    Restart your PC.
    Run iTunes
    Turn on home sharing.
You should get windows firewall prompts that you should accept.

Try reconnecting the AppleTV via Homesharing.

Another +1 for not using Norton. I'd never use it on a customers computer. Heavy handed and no better at detection than any other AV in my experience.
I've never seen a modern, updated piece of AV let a virus through. In my experience it's the user that lets viruses and malware onto the PC, knowingly or otherwise.
I'd stick with the Windiws firewall and security essentials
