Go to the main "Library" folder then go the the "Preferences" folder and find a file that is named something like:
com.apple.audio.DeviceSettings.plist Throw this file away, empty the trash and restart...hopefully the newly built preference file for the sounds will be good and you can then change the settings and hopefully they will then stay as desired so that you will have sound when wanted and not have sound when wanted.
