MacBook Pro - icons messed up

In my system preferences menu, my speech icon is messed up...it almost looks like its cut off. All that I can see is a lightswitch and have of the word speech. Any ideas on how to fix this?

Close System Preferences then find a file named com.apple.preferencepanes.cache in the Caches folder on your Home folder's Library and drag it to the Trash, then reopen System Preferences.

I searched for that file in Finder and nothign came up.

yea searching doesnt do it, heres what you do...click on mac hd, click on your user name, then go to library, caches, and then youll see it
