Do you have it set in your System Preferences under Network for "Automatic"? If not it won't connect to any but your home network.

System Prefs > Network > Airport Tab > Options > Automatically Join Open Networks.

Alternatively you can set it to ASK BEFORE JOINING OPEN NETWORKS.

it might be an issue with the network you're trying to connect to. at my home network we didn't have password security, however we did limit the number of simultaneous users we would allow. perhaps you can work with their network to let you in. maybe even change it to requiring a password, then inputting it. don't just let the error stop you!
