So I'm going to buy another ibook and it it's a 14" G3 800Mhz and there are lines going thru the dock and icons. It seems like a video card problem. If I were to get it would it be a simple fix?

Well since the video card is soldered into the motherboard I would say no, depends on what exactly happened to the video card, if it is an internal problem then my answer would be a definate no. If you can't seem to do anything with OS X at its present state (with the video/graphics features) I would recommend you reinstall OS X and see if the problem is resolved.

Back with the mac!

I would do a fresh install of OS X, if the lines are still there, then don't buy it.
