How do you properly mirror the screen?

In system preferences and in display and mirror displays. It does not tell you how to do it when connecting a TV to a mac. Sometimes I arrange display so I have full screen on mac and tv, but right now it's not working right. How the hell do you place these? You can move them around yourself but don't get it.
