Just got delivery of a rMBP 13, and I'm loving it, except for one thing which I feel a bit swindled by - Apple advertise that it comes with a 128GB hard drive, and yet it's actually only 121. That's false advertising, surely?

Is it 121GB total or 121GB available?

That is unexpected. I would have expected the total to be close to 128GB (expect depending on how it is expressed). I would some of this to be used for the FAT etc, leaving a bit less than the 128GB available for use.
Have you partitioned the hard drive?

and
OS X recovery partition - hidden, even to Disk UtilityI cannot be held responsible for the things that come out of my mouth.

Over-provisioning does seem to explain it, which is fine if that's what's required for the disk to function optimally, but in that case Apple need to explain this discrepancy more openly perhaps?

You would need to get the drive manufacturers to change the way they promote their drives - this is not an Apple thing - it is every hard drive manufacturer on the planet.
This has been an issue of drive reporting size since we have had hard drives.
It is nothing new. Also search "Hard drives Base 2 vs Base 10".I cannot be held responsible for the things that come out of my mouth.
