can someone tell me why time machine starts a completely new backup every two weeks and clears all of the old ones.

That is odd. Roughly how large is the backup file and how much space is free on the Time Machine drive?

As Slydude mentioned and what size drive do you have in your Mac along with how full ?
The TM does a complete first time around followed by hourly,daily and weekly.

My Macbook only has a 120GB drive, but the TM drive is 1TB and has only used about 20% of its capacity.
