Always boots to safe mode

I have two 13" macbooks that always start in safe mode. I have tried different topcases and they don't help. They chime and go to safe mode. How do I get this to stop? I have reset the Pram. One reset the other didn't. When one does finish booting then the keyboard and mouse don't work. USB mouse and keyboard work fine for a little while? Any thoughts or direction?
