are you sure it isnt off? when you go to system pref/bluetooth then the settings tab what is the status? right next to the status allows you to turn it off and on. but you should be able to do that with the icon in the status bar when you click on it. when bluetooth is off the bluetooth icon in the status bar will be grey and when you click on it, it will have "turn bluetooth off" grayed also so you cant select it cuse its off, is that your problem?

another reason why might be something is using bluetooth.
