Many apps will re-open in the position and size you had them when you last quit the app.
Others will not. TextEdit is one of these. You can change the size of the opening window in it's preferences. There is no option I am aware of that will allow you to change the position on the screen where it opens. I am unable to reproduce having it open behind Safari. When I open a new document from TE, it opens on top of all other apps. I cannot be held responsible for the things that come out of my mouth.
