Is there any evidence of a new line of MBPs releasing before march? I ask because I'm going on deployment on the 28th of Feb and won't be back for many months. I need a laptop but I would like to know if I can go ahead and get one come the beginning of February or it's worth holding out until the middle or end of it.

MacRumors Buyer's Guide says do not buy now - updates soon. LINK

However, it's up to you to interpret what they mean by "updates soon".
