I have a G4 iBook that is being used solely as a desktop machine and permanently connected/powered via the power cord. Should I leave the unused/fully charged battery in the laptop or remove it? Thanks.

You can keep it in the laptop it really won't make any difference.
When charging a laptop battery the last 20% or so is only charged at a "trickle" rate anyway.
You may want to unplug the charger and drain the battery right down from time-to-time though.

Did you just get this computer...or did you just replace the battery? You're iBook is at least 5-6 years old...seems like this question should have been asked a long time ago. If it still has the original battery...the battery may not be in very "fresh" shape anyway.

In any case...I have my laptop plugged in almost 100% of the time (with a couple hours on battery each month)...and my battery is fine. I wouldn't worry too much about it.

Here's what Apple says about batteries (assuming your iBook has a Lithium Ion battery):
