macbook pro "not charging" then charging

hi,

I just noticed that after I have my macbook pro unplugged for a bit and running on battery... When I go to plug it up at first it states "not charging" but for very brief time like 5 seconds... then starts charging, is this normal?

Mac Specs: Back to my old 2.2GHz C2D MB after selling my MBP and wondering what my next Mac will be :)
