Black Window That States Actions = How to Remove?

I have a black window as shown in the screen shot above that I don't approve of installing or activating. It states the actions I do such as close window or when I highlight a file, it states the file name. How do I remove it? thanks.

What is that item in your bar by the clock that is a black square with a 1 in the middle?

I have never seen your issue before. Trying to figure it out for you.

Also is this 10.6 Snow Leopard?

That is the window of a third-party program. I'd guess Growl by the look of it.

I'm also guessing it's the application called Growl. Go to your system preferences and if you see Growl there then you know for sure it's been installed. If it's there then you can turn off Growl in the preferences and then check to see if you are getting those dialog windows anymore. You can also check which applications you want to use with Growl in the preferences.
