im getting the macbookpro i7 back up from macbook

im buying this week the macbook pro 15" i7 model And i have a macbook 13 i have never been a backup kind of guy but when i got my new iphone i backed it up and it is just THE SAME as my last iphone is that available trough time machine is it possible to do or will i still need to install everything and the back up will only work for files and not applications

Mac Specs: Back to my old 2.2GHz C2D MB after selling my MBP and wondering what my next Mac will be :)

Time machine will be your friend.
When you start up your new baby, after the welcome/registration process, it will ask you if you want to restore from your time machine backup, and all you have to do is give it that tick of approval
You can also choose not now, and do it later using migration assistant.

so is it a nice idea to get it nice and cleaned up i like to keep everything organized and clean

now that i know that is possible is it recommended to do so or is it better if i do everything manually and are there benefits of doing ether besides the time you save?

and also what would be the best way to get my old macbook restored to new

Easier vs cleaner? That is the question.
I prefer to reinstall all the 3rd party software from discs and fresh downloads from vendors, and then to drag all my documents, pics, music, etc over from the external HD.
This means personalising the Mac again, and entering all the passwords etc.
You can drag your bookmarks for your browsers over easily enough which you will find in application support in your user/library, and anything else that you need to.
New clean Mac
It's all a matter of preference, but that is the road I go.
Keep in mind, that using Migration Assistant, that you can specify what you transfer, although it is still limited, so with the good, you will also be transferring the not so good (if there is any "not so good").
