I have a mid 2005 12" G4 iBook: 1.33GHz, 1GB RAM, OS X Tiger 10.4.11
Would I notice any significant speed difference if I max the RAM to 1.5GB? I'm running iTunes9, Adobe CS2, Quark7 and Firefox simultaneously every day. No game play.

A significant speed difference? Probably not. But it certainly wouldn't hurt to max out the memory anyway. For one thing it cuts down on swapping to virtual memory (hard disk space) and will improve the response of some programs like iTunes and MS Office.
