iBook - iBook G4 won´t charge new battery

hi all
I just replaced my battery few days ago for a brand new from the battery exchange program....the battery is new 100% ..0 charge cicles...
but it is stuck on 16% i can´t charge the battery only discharge, the laptop is working well without the battery (only ac)

i got a screenshot of the problem

it says
charger connected:yes
battery is charging :no
the laptop shows the battery icon "charged" instead of the "charging" icon.... so it thinks it is charged at 16%
also it says my mac is 24453 months old

btw my hardware is

iBook G4 12" 800 mhz
640mb ddr 2100
Mac OS X tiger 10.4.11
30 gb HDD
ati radeon 9200 32mb
wifi Zydas a.b.g

is this a dc in board or logic board issue

You might need to calibrate the new battery. Information on how to do that can be found here: http://support.apple.com/kb/HT1490

did it...! im at 0% and no charging at all..!!!!

Take the battery out and replace it. Does that make any difference?

hmmm no .......same thing .....not charging only discharging.....
when i had my original charger ..the one with the light on the plug it used to go from green to amber to no light at all.....and the laptop was runing
now im using an alternative charger i have a 65w charger.......but i had the problem with the original charger to!
