Does anyone know of a program that will enable me to view .gifs? I used to be able to (though I'd have to do it panel by panel) in Preview but sometime ago it decided it didn't want me viewing but the first screencap of .gifs.

You are referring to animated gifs I am guessing? Although you may find it an odd image viewer, Firefox will view them just fine. Just drag and drop the gif file onto an open browser window and enjoy.

My Macs: iMac 27" 3.4 GHz, Mac Pro 3.2 GHz, PowerMac G5 Quad 2.5 GHz, G4 Cube with 1.2 GHz Upgrade

You can also open .gif's using Quicktime. Just right click on the .gif file and go into the "open with" drop-down list and choose Quicktime.
