mini - mac mini won't boot

I power on and I get the following

1. Power up music.
2. Disk spin up.
3. A blue globe in a white square displays.
4. A question marks ad smiley face alternaely displays.
5. Finally a gray circle with a diagonal line through it.

The boot up doesn't complete

Does anybody have any idea what's going on here. I'd appreciate any help
