mini - help mac locking up

it locks up when i try to eject my cd some times locks up on start up and wornt eject the cd in safe mode any ideas to help on i am new at this

Disk Utility ---> Repair Permissions

i cant get to any thing i get the working icon and its all lock up i will reboot to safe mode and try
