How to I enter text on a downloaded PDF form. I am in preview and Ive clicked on the text tool but nothing happens

Are you sure you didn't select the highlight option (the "a" with the selection tool)? If not, just click anywhere on the PDF and you should be able to enter text.

If you did select the selection option, click the toolbar item that looks like text within a box.
