Mac Mini won't power up (sometimes)

I have a Mac Mini (late 2009). Every once in a while it won't boot up (nothing happens when you push the power button). I'll unplug it, mess around with the cable a little bit, and just keep trying until eventually it works. I think it might just be the cable, but they're really expensive, so I want to be sure before I buy one. What do you think? What are the chances it's the cable, and what are the chances that it's something else?
