Is it worth repairing my iMac which probably has a broken hard disk drive? Also since it can't find a hard disk drive can I buy a mac mini and use the iMac 2009 as a monitor or do I need it to be functioning to be able to do this.

Yes you can replace the drive, its not an easy task. Not sure exactly which model you have, but iFixit has guides to show you how to do the repair.

You can't use the iMac as a (really super expensive) monitor for a Mac mini.

If all that's wrong with the iMac is that it needs a new hard drive, it would be an insane waste of money to throw out the iMac and buy a new computer. Hard drives cost maybe $100-150 for large capacity drives these days.
