I have an IMAC 333MHZ with 196 megs of memory I got for my little sister to use for web surfing / AIM / word processing. It has OS 9 on it and it's a bit buggy, also the newest versions of AIM and IE for mac classic are pretty old, what's going to be the best OS for me to put on this thing to satify my little sister's computer needs?

These models will safely and happily run Panther. You might want to look at Low End Mac to get the info on this model and upgrading to X: www.lowendmac.com. Panther will give you a much more stable OS and all the Apple programs like Mail and Safari. Otherwise, go to 9.2.2. It was the most stable release of 9, but she'll be stuck with the older programs.

I agree with the Panther suggestion. I'd personally install some additional RAM for her (quite inexpensive, and well worth it), but it should still technically run with the current 196 MB. More RAM will definitely make it a much happier iMac, and also more enjoyable for your sister to use.
