What exactly does "Repair Disk Permissions" do?

An a new imac person from the world of PC I read the books and have run the repair disk Permissions a few times over the past month and found a list of things that were done.What exactly is being done and are these problems that would eventually cause issues with imac if this operation were not run?

About Disk Utility's Repair Disk Permissions feature

Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!
