I have 2 external USB drives attached to my iMac that I use for backup. When ever I start or logon the drives both start even though they are not required. This is also true when ever I start other applications
Is it possible to change a setting so that the drives only start when required. i.e. during backup? |

As long as the drives are attached, they'll mount as soon as OS X becomes active. You can either unplug the drives and attach them when you need to use them or ignore it. If you're using Time Machine for backing up, the drives should be attached at all times unless you only want to make backups at a certain time - like once a week, etc.
