Mac Pro - Intel 8 core will not boot from shut down

I can reboot from a restart, but if the computer is shut down, it doesn't boot.\

This is a Tiger machine, 8GB of ram, 2x500GB internal hard drives connected to fiber san....running FCP Studio 2.

When I try to start from scratch, the lights come on, and the fans start up and spin very fast, but nothing else...

I have tried going to only 2GB of ram, multiple pairs....nothing. The only thing that helps is pulling the power...and then every so often, I have to hit the SMC reset...

Any ideas?
