mini - macmini 1.42ghz PPC G4 running virtual pc

I have an old mac mini 1.42ghz, PPC G4 . I have install virtual pc 6 and when installing window 98, the internet is working but i think window 98 is a bit old coz some programs like active x and flashplayer and real player dont run on it. I am trying to install window xp and during installation everything is smooth except during the networking part. When installation complete, i try to surf internet but it cant connect. So is it window xp is compatible to macmini g4? please help me
