mini - Can my Mini be repaired?

My mini (intel) is acting the way a car does when you turn the key but the engine won't turn over. I press the power and the light goes on but the computer is struggling to turn on. I hear the noise of the drive spinning. I've read elsewhere about PRAM, but it only applied to the older mini's.

well, for starters you have power

to reset the Pram do this:

It's still unresponsive. As soon as I plug the power cable back in the light goes on. If I press the power button, the light blinks and the disc noise begins. I have a bad feeling my mini is shot.
