Is there a way (driver?) to make the radeon x1600 video card work with directx 9?

I don't understand. If you have Windows installed and have installed the drivers from the CD, as per the instructions, you can play games which use Direct X, which is virtually all of them.

Alexis, I tried to install a new game that uses directx 9 and got an error message that the video card did not support version 9.
The only drivers I find are for mobility x1600.

Silly question, but you wouldn't be happening to try and install the game through a virtual machine, would you?
