Airport Express is going to be limited to 54Mb/s under absolutely ideal conditions.
Also, it may very well be 100 Mb/s from the ISP, but the test servers may not have that kind of bandwidth as it's unheard of in the majority of the civilized world. You'll need to check with your ISP to see if they have a test server.

Thanks for the info. I live in Korea 100 meg is pretty standard, but getting any info from my ISP is difficult since I don't speak Korean.
Got this this afternoon using airport express. Its a little better.

Most people download vs. upload, so the ISP can save some bandwidth by not giving you much. You can request more, but that's where it gets expensive.
That's getting into business class service.
