Safari Menu > Reset Safari...
(If none of the options help, there are other things to try.)
com.apple.systempreferences.plist
Find that file. In my 10.5 it is located in Users/MyUserName/Library/Preferences
Move the file to your Desktop while not in SP, then fire up SP, and a new plist file with the above name will be created in the above folder. It will set all SPs back to defaults.
If the problem still persists, you can put the file back, since it is not the problem. That way, any prefs you changed will be restored.
