Put in the disc, let it mount and double click the installer. It will restart the computer and start the install for you. Here is a guide that should help if you get lost. You have to make sure the disc is suited for your machine. Did you get a black install disc or a gray one? Are the gray one's (if you have these) for the MB you got (the gray discs are machine specific)?

Do you mean that you can't scroll down the page by holding down the arrow keys? That shouldn't be like that. Try the install of Leopard and see if it persists. If it does, it could be the key itself.
