Depends on what you want to do. If you're only going to simply burn CDs and DVDs, then all you really need is currently built into your Mac.
For example: Here's an Apple KB article which explains how to use a burn folder. Link
There are also several free programs that provide basic burning software usage. Here's one called "Burn". Link
If you want something more sophisticated which is similar to Roxio for Windows, then Toast is a good choice. And yes the less expensive version 9 should be fine. However, I suggest you try the free way first.
