If you're talking about a standard run-of-the-mill wallpaper, then your iPhone doesn't need to be jailbroken. The standard iPhone wallpaper shows up when you receive/dial a call, and on the sleep/wake screen before you slide to unlock. And you can change it in the settings. But yes, to apply a theme or have a wallpaper sitting behind your app icons you need to jailbreak it.
