Depending on the Mail.app version you use (I use Mail 2.1), you can right-click on the attachment and choose from the contextual menu View as Icon.

I briefly looked at the Mail Preferences and it doesn't seem like you can make this a permanent setting though, it seems to be on a case by case thing you have to manually set yourself. Maybe in Leopard's Mail.app?
