In order to transfer files from Mac OS X to a Windows machine, you must have a NTFS driver installed on your Mac that will allow write access to the PC. Of course if the PC hard drive is formatted to FAT-32, then no driver is required. But nowadays only very old PCs have their hard drives formatted to FAT-32.
