No, it did not. I think part of the OS was in ROM, and part of it was in a disk.

What about OS 8 and 9? Weren't integrated with NEXTStep? Steve Jobs returned to Apple in 1997 and they just introduced the Mac OS 8. If 8 wasn't integrated with NEXTStep, what about Mac 0S 9?
