Always pays to do a search of your subject:-
9800 gtx+ on a Mac Pro, possible?
Windows 32bit install will only show the 1.99GB. As your Mac Pro has is 64bit just use the Windows 64bit disc.
Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!
