If you're talking about fullscreen video, yes, this is a limitation of delivering video through HTML. The best you can get is "full browser" (I don't know what else to call it) where the video is expanded to fit the browser window. You can see an example of that here or if you're part of the YouTube HTML5 beta.

Thus, if you want full screen video, you have to go Flash.
