It has nothing to do with it being a Mac computer. Once you've rebooted into Windows, you're using the Mac as a PC to run Windows.

Make sure you've downloaded all the security updates and service packs for IE 6 first. There are a myriad of them.... Once IE 6 is up to date, go to the Windows Update page and let it scan your computer for required updates. It'll also probably want to install "Genuine Windows Verification" or some such. Let it go ahead and do that.

After that, you can attempt to download IE 8 again. If it still doesn't work, there may be something else that's messed up. I would then just go ahead and install Firefox 4 and forget about IE 8.
