Risky in what way?
Risky in that if you're the victim of a thief, they could steal or inflict bodily harm over $500 instead of $5? Just how would this thief be able to know which individual to pick from a crowd on the street? You, as an individual, are no safer from this thief because you're the one that only has $5 in your pocket.
Today's new thief no longer has to pick a single mark with the opportunity of stealing from a single individual. He has the opportunity of picking a single mark with the opportunity of stealing from thousands or millions.
