a quick question about unlocking

i heard that if u were to go into an apple store and buy an iPhone now that you are not able to unlock it because it is preinstalled with the new update or something or is that not true

Even if it is, unlock it with an unlocking service/tool that is designed for the newer update, if there is one (I'm sure there is). But if you brick it, that's on you.
