Panic Kernal Startup os 10.39 iBook G4

I get the panic kernal message on startup. I loaded my system disk and treid to run Disk Utility but it could not locate my hard drive. I could not reload my system since it could not locate a destination disk. I ran TechTool Pro and everything checked out fine except it could not run a diagnostic on my hard drive.
Stupid ? but is my hard drive dead? If so does the manufacturer of the new hard drive make a difference or are all hard drives for this portalbe equal except or teh amount of memory? Where should I send it to get it fixed?
