I'm looking for a good, free icon editing app

Hey, right now I have Litelcon that I use to edit system icons. I had CandyBar before, but my trial period was over and I don't want to pay for it.
Litelcon is a good app, but it doesn't allow you to change the Icon for other apps, just system icons like folders and disks.

So does anyone know of an app that is free and works like candybar or litelcon, but allows you to edit almost anything on your computer?

Looks like there's some stuff here for doing icons, specifically converting images to icons.

Not exactly what I was looking for. I'm don't want to create my own icons, but rather apply icons that I have downloaded (like these: http://www.apple.com/downloads/macosx/icons_screensavers/sketchiekonz.html).
