Others have said automator will do this. I haven't used it though, so it's something you might want to browse for unless some one else chimes in soon enough.
Yup, if you have Photoshop, go to File, Scripts, Image Processor. It will process one folder of images into another, and can do all sorts of things, like resizing, changing color spaces and so on. I use it all the time. A wonderful tool.

There is a old program called file optimiser downloadable for free it is essentially as the name suggests to compress images but there are setting for name changes and scaling too , it is a bit slow , although when i was using it i was doing 600 images ( about ) so maybe you could give that a try.
